Amel Super Maramu 2000

Tricolor & Anchoring Lights not working. Tricolor as well as Anchor lights stop working. I thought it was the bulb, but not. I thought it could be the electric wire in the mast. Interesting coincidence that both of the non-working lights have cables coming from that box. The top little "thing" seems broken or burnt What is that black box for? How to fix it or get a new one? Thanks in advance.
